In Pokémon: Lets Go, Mewtwo can be found inside Cerulean Cave. Until you defeat the Elite Four, you wont be able to enter Cerulean Cave. As such, you’ll want to vanquish the Elite Four and become the new Pokémon League Champion. After that, return to Cerulean City and make your way up the Nugget Bridge.
Next, take a left and use the Secret Technique called Sea Skim to cross the water over to the entrance to Cerulean Cave. Enter the cave, then use Sea Skim all the way until the end of the water channel. Here, youll find a single ladder. Take this ladder up, then head North again until you encounter another ladder that leads down to a different floor.
After taking this ladder, head through the next ladder, then enter the chamber where Mewtwo hides. Note that youll want to save your games progress before interacting with Mewtwo to begin the encounter. By saving beforehand, youll be able to reload into the game if you fail to catch Mewtwo . Additionally, youll want to prepare your Pokémon before battling with Mewtwo.
It took us a bit of trial and error, but we found the best way to deal with Mewtwo was to teach TM21 to Mew. If you dont have Mew, you can teach Foul Play to a comparable Psychic type Pokémon. The description of Foul Play stated: The user turns the targets power against it. The higher the targets Attack stat, the greater the damage it deals.

The basement, B1F, has fewer items to find, but another spot like the large central cystal on 2F that has a chance of giving you a hidden Fossil or Max Revive.
Otherwise, this is where youll find and battle Mewtwo and, in a massive piece of fan service, battle the legendary Pokémon Trainer Green, too.
Green appears on the far left platform where you caught Mewtwo, once youve left and re-entered the cave having done so. She first throws Poké Balls at you, thinking youre a wild Pokémon yourself! After that shell battle you, dissapointed that she lost out on the chance to catch the super-strong Pokémon.

Restart Mewtwo Encounter Until Shiny
The trick to catching Shiny Mewtwo in Pokémon Lets GO involves a bit of save manipulation. Each time that players start the fight with Mewtwo but then quit the game and reload, the Mewtwo will spawn as a different version. This gives players the opportunity for that Mewtwo to turn into a Shiny version. Its important to note that players must trigger the fight for the Mewtwo to actually reveal whether it is shiny or not, which is indicated by a green stomach and tail .
Its by no means the most glamorous way to farm Shiny Mewtwo but its also the only known way to obtain the unique version of the already rare Pokémon.
Reports from Pokémon Lets GO players have put the chances of encountering a shiny Mewtwo at anywhere from 40 spawn resets to over 4,000. In other words, players should set this as one of the last Pokémon on their shiny hunt, unless they really have some time to kill. And unfortunately, players can’t rely on the shiny charm for help, since it requires a full Pokedex.
Before players nab a Shiny Mewtwo they can then set the Pokémons nature at the Fortune Teller. By picking a combination of flower colors, the Fortune Teller will change the nature of any caught Pokémon, including Shiny Mewtwo, to better match what the player is looking for. After beating the Elite Four, go to Cerulean City. You may have walked by Cerulean Cave at some point because you can see it as you enter the city, but you could not access it before.
One way to get to it is to go north over the bridge. After the bridge, use sea skim to enter the water directly to your left. Go down, and then left, and you’ll be at the cave’s entrance.
You can also fly over the water and directly go to the cave which is likely more convenient.
