I really want to restart my copy of OR to soft reset for shiny legendaries this time around. The problem is, Im not sure what exactly Ill lose if I do, and whether it will be worth it just for this.

To be clear, I assume you are talking about deleting your save file and starting the game over from the title screen .
If so, you lose everything. Youll start the game just like you did when you first got it, right out of the box.
This only affects this game, though. If you have Pokemon or items you want to keep around, you can trade them to another game before deleting your old one. Then transfer them back once you get the chance to do so.

A few people on Reddit and ResetEra are making sure to test their copies, and it seems like only the PAL version is affected, although its not clear what might have caused the issue yet.
One player notes that their copy hasnt worked since Spring 2020 another says that their copy of Alpha Sapphire hasnt worked since at least 2019, and says its a widespread issue other people have managed to get their games to work fine despite being in European countries.
This wouldnt be the first time that games have ceased to work after a certain amount of time. The original GBA Ruby and Sapphire games had a berry glitch that stopped berry trees from growing after 366 days from when the game was first played.
This glitch was in the pre-internet-on-consoles era, so patching the game was very difficult, and involved either owning a different Pokémon game that would add a patch to Ruby and Sapphire, or going in to specific game stores to download it from their special GBA. You could even send in the cartridge to Nintendo, up until August 2012.
Needless to say, itll be easier to patch Pokémon ORAS, as long as the issue is a simple one.
