Its a highly recommended choice in PvP. While it is not a legendary Pokémon, its still strong. It also has a pretty hefty amount of CP, but its not going to be the strongest around. Regardless, you can catch Magikarp far more often than you can other legendaries, making Gyarados a little easier to power up.

Gyarados can’t be obtained from any Pokémon Eggs, so you’ll have to evolve a Magikarp to get one. But it isnt as easy as it sounds as you’ll need 400 Magikarp Candy to evolve your Magikarp in Pokemon Go. Evolving Magikarp in Pokémon Go can become a much more daunting task for those who dont have a consistent Magikarp spawn nearby. If you cant catch enough Magikarp, try hatching Magikarp from 2km Eggs. Once you have enough Magikarp Candy, evolve your highest CP Magikarp to ensure the resulting Gyarados are as strong as possible.

Magikarp, the fish personification of you tried, is one of the weakest Pokémon in Pokémon Brilliant Diamond and Shining Pearl, barely capable of even attacking enemies. However, even the ugly duckling can be beautiful one day, or in Magikarps case, a Gyarados.
Magikarp can most commonly be found by using a Old Rod near a body of water. Theyre extremely easy to catch just one Poké Ball should be enough to add them to your Pokédex.
While Magikarp can learn a move or two, including Tackle, your best bet is to evolve them into Gyarados, a powerful Water and Flying Pokémon. To do so, you need to level up Magikarp to level 20.
Its very easy to level up Magikarp in Pokémon Brilliant Diamond and Shining Pearl, as any Pokémon in your party will get a share of the EXP even if they dont take part in a battle. Simply keep Magikarp in your party and eventually they will level up enough to evolve into Gyarados.
Bear in mind, though, that Gyarados can also be found out in the wild late in the game, so all the levelling up may not actually be worth it.
What Are The Best Counters
As a Water and Dark type, Mega Gyarados can deal Water, Dragon, and Dark type damage, while taking double damage from Fighting, Bug, Electric, Grass, and Fairy. In a vacuum, Electric and Fighting types will fare best however, with the use of Mega Venusaur or even Mega Beedrill, there are solid Grass and Bug type strategies.

Why Is Gyarados Not Water Dragon
Magikarps evolution into Gyarados is based on a legend involving a carp climbing a waterfall, and jumping over the Dragon Gate. Doing so would cause it to become a dragon. If the dragon abused its power and went on a rampage, it would lose its dragon status, and become nothing more than a flying serpent.

Magikarp and Gyarados: The first Shiny Pokémon in Pokémon Go were Magikarp and Gyarados in March 2017 which were a callback to what was, for most players, the first Shiny they ever caught: the Red Gyarados at Pokémon Gold, Silver, and Crystal’s Lake of Rage.
Shiny Pikachu: August 2017’s Pokémon Go Park event in Japan revealed the second set of Shinies.
Those within the event radius had a chance of catching a Shiny Pikachu, which much like the Red Gyarados, could also be evolved into a shiny Raichu.
